Gaps are disclosed

The company chooses whether to provide the data or authorise an estimate. Every estimate carries a confidence level and the method behind it.
Better data replaces estimates
When better data arrives later, the estimate is upgraded and every answer that depends on it updates with it.
Why this matters
Auditors and banks need every number traced. A confidently generated figure that can't be traced is worse than an honest gap.
